Secure access to sensitive data, on a need-to-know basis.

Sovereign Locker helps veterans, clients and service providers manage access to sensitive information securely. Providers request only the information they need. Authority is verified, and only the relevant information is released.

Australian sovereign infrastructure Controlled, need-to-know release Governance-first access

Secure access. Need-to-know disclosure. Sovereign data protection.

The problem

Sensitive files are often shared far more broadly than necessary.

Veterans and clients hold large, complex and deeply sensitive records. When a provider only needs a specific piece of information, sharing an entire file creates unnecessary privacy risk, increases handling exposure and wastes valuable time.

Oversized disclosure
Entire medical or service histories are handed over when only a small, specific extract is actually required.
Hours of manual review
Providers spend hours or days searching hundreds or thousands of pages to find the relevant information.
Weaker governance
Broad access makes authority, relevance and accountability harder to demonstrate and maintain.
The solution

A controlled access pathway between provider, client and protected data.

Sovereign Locker acts as the first access point for provider requests. Each request is reviewed, authority is verified, and only the relevant information is accessed and released — preserving privacy and reducing the burden of manual file review.

Request, don't retrieve

Providers submit a request for specific information, not broad access to a full file.

Authority verified

Sovereign Locker confirms who is asking, what is needed, why, and whether authority exists.

Only what's needed

A targeted summary or limited extract is prepared, the full file stays protected.

See how the six-step pathway works

The controlled access pathway

Six steps from request to controlled release.

Provider submits request

A provider requests specific information from a veteran or client file.

Request is assessed

Sovereign Locker reviews who, what, why and whether the request aligns with a need-to-know basis.

Client verification

Where required, the request is verified with the veteran or client, keeping them informed and in control.

Secure access via Valour Keystone

Relevant records are searched, reviewed and extracted through the document intelligence layer.

Targeted report prepared

A summary or limited extract is generated containing only the approved information.

Controlled output released

The provider receives only what was approved, not unnecessary access to the full file.

Common questions

Answers for providers, veterans and organisations.

Who can submit a request through Sovereign Locker?

Approved service providers — such as advocates, legal and medical providers, allied health, rehabilitation providers, ex-service organisations and case managers — submit a request for the specific information they need. Every request is assessed before any access is granted.

How is authority and consent verified?

Sovereign Locker reviews who is asking, what is being requested and why, and confirms whether authority exists. Where required, the request is verified with the veteran or client before any information is accessed or released.

Where is the data stored?

Within a secure managed environment on Australian sovereign infrastructure through Keytech Sentinel, supported by Macquarie Technology Group / Macquarie Cloud Services.

What is the difference between Sovereign Locker, Keytech Sentinel and Valour Keystone?
