Provider submits request
A provider submits a request for specific information from a veteran or client file. For example: medical evidence relating to a particular condition, service history relevant to a claim, an exposure event summary, a treatment history summary, supporting evidence for a report, or a limited file extract for a defined purpose.
Sovereign Locker assesses the request
The request is reviewed to determine who is requesting access, what information is being requested, why it is required, whether the request is appropriate, whether authority exists, and whether it aligns with a need-to-know basis.
Veteran or client verification
Where required, Sovereign Locker verifies the request with the veteran or client before information is accessed or released. This ensures they remain informed and in control of how their information is used.
Relevant information is accessed through Valour Keystone
Sovereign Locker uses Valour Keystone to securely access, search, review and extract the required information from the relevant file set. Valour Keystone supports document ingestion, file review, evidence identification and summary generation.
Summary report or limited extract is prepared
A targeted report or information package is prepared containing only the relevant information required for the approved purpose.
Provider receives controlled output
The provider receives the approved summary or extract, rather than unnecessary access to the full veteran or client file. This preserves privacy, reduces risk and saves time.

Every step is discrete and recorded. Because each layer stays traceable, an output can be read back through the pathway to its source — explainable by design.
